1991 and 2011 Realignment
Back to Policy IssuesCalifornia has gone through two major programmatic shifts, also known as Realignments, impacting the administration and funding of health and human services programs between the state and counties. Both in reaction to serious statewide budget shortfalls, the 1991 and 2011 Realignments shifted the responsibility and share of costs for certain social services, health, mental health, and public safety programs to counties in exchange for a dedicated revenue source and some flexibility to design programs to meet the needs of their communities.

AB 85 County Diversion
AB 85 (Chapter 24, Statutes of 2013) specifies changes to the 1991 realignment structure and redirects county health realignment funding for CalWORKs grant increases.
