2024 CSAC Annual Meeting Recap: Administration of Justice Policy Committee

The Administration of Justice (AOJ) Policy Committee met on Wednesday, November 20 during the CSAC 130th Annual Meeting in Los Angeles County to discuss human trafficking in California, the Victims of Crime Act (VOCA), and took action on the committee’s 2025 policy priorities, and the CSAC AOJ Platform, which is revisited every two years.

The AOJ Policy Committee featured presentations from the Sacramento County Sheriff’s Office and Sacramento Regional Family Justice Center on their efforts to combat the proliferation of human trafficking within Sacramento County and beyond, as well as a presentation from the Riverside County Sheriff’s Office which covered the challenges helping vulnerable youth that are trafficked and straddling systems of care. Lastly, attendees heard from the Los Angeles County District Attorney’s Bureau of Victim Services, who highlighted their wide-ranging programming, but emphasized the shortage of funding to support adequate staffing ratios that ensure critical assistance is provided to victims.

The AOJ Policy Committee approved the 2025 policy priorities, which include continual focus on the juvenile justice continuum as counties are responsible for all youth and young adults formerly under state jurisdiction; reduction in the incompetent to stand trial (IST) population and policies that help counties minimize risks for penalties under the state’s growth cap program; sustainable funding and resources to successfully implement the CalAIM Justice-Involved Initiative (CalAIM JI); and continual efforts to prioritize stabilization of funding through the federal VOCA on the state and national level.
