Mining
SB 792 (Steinberg) – Request for Comments
As Introduced February 18, 2011
SB 792, by Senator Darrell Steinberg, would require local
agencies when establishing mineral resource management policies
within their general plans to identify land uses that affect
access to areas deemed of statewide or regional significance.
Current law requires local agencies to establish mineral resource
management policies that recognize mineral information classified
by the State Geologist and to assist in the management of land
use that affect areas of statewide and regional
significance.
This bill would also require the management policies to identify
land uses that affect access to these areas of significance. The
Public Resources Code 2207 (e) contains fee authority language
for local governments to cover the costs associated with these
activities.
SB 792 is scheduled to be heard before the Senate Natural
Resources and Water Committee on Tuesday, March 22.
Climate Change
AB 752 (Brownley) – Oppose
As Introduced February 17, 2011
AB 752, by Assembly Member Julia Brownley would require a local
trustee of granted public trust lands to prepare a sea level
action plan for all of its granted public trust lands by July 1,
2013. This bill is virtually the same bill as last year’s AB
2598. AB 752 includes language that would exempt a local trustee
from the requirement to prepare a sea level action plan if funds
derived from its trust lands or assets funding the lands (such as
those from the Ocean Protection Council) are not sufficient to
pay the cost of developing the plan. CSAC opposed AB 2598 and
continues to oppose this measure based on its potential cost
implications to counties. This bill is scheduled to be heard on
Monday, March 21 before the Assembly Natural Resources
Committee.
Solid Waste
AB 525 (Gordon) – Request for Comments
As Introduced February 15, 2011
AB 525, by Assembly Member Richard Gordon, would require Cal
Recycle, under its current Tire Recycling program, to provide
outreach to local governments regarding funding for public works
projects that use waste tires, such as the use of rubberized
asphalt concrete and tire-derived aggregate. This bill would set
a yet-to-be determined level of funding to be appropriated for
this purpose. The bill extends the current Tire Recycling Program
sunset date to June 30, 2015. Assembly Member Gordon has
contacted CSAC seeking our support of this bill. This bill is
scheduled to be hear on Monday, April 4 before the Assembly
Natural Resources Committee.
Energy/ Permits
SB 730 (Kehoe) – Request for Comments
As Introduced February 18, 2011
SB 730, by Senator Christine Kehoe, would require cities and
counties to create an online vehicle charging equipment building
permit form for residential and non-residential property owners.
This bill would require cities and counties to approve an online
building permit submitted by such n owner within 24 hours of its
receipt. Additionally, the bill would also require the home
building inspector of each and city and county that approves an
online building permit to review the work completed under the
permit within 7 days of the permit’s approval. SB 730 would
include this local expedited building permit process as eligible
for grants and loans under the Alternative and Renewable Fuel and
Vehicle Technology Program. This measure is scheduled to be heard
on Tuesday, March 29 before the Senate Transportation and Housing
Committee.
