CSAC ANR Policy Committee Meeting
The CSAC ANR Policy Committee will meet on Thursday, May 31st
from 10:30 a.m. – 12:00 p.m. during the CSAC Legislative
Conference. The meeting will take place at the Hyatt Regency
Hotel, Regency Ballroom A-B. Agenda items include: Legislative &
Budget Update; ACTION ITEM- Proposed Voluntary Memorandum of
Agreement (MOA); ACTION ITEM: CSAC to Join Agricultural Flood
Management Alliance (AFMA).

Energy
SB 1222 (Leno) – Oppose
As Amended May 1, 2012
SB 1222, by Senator Leno, passed off the Senate Appropriations
Committee Suspense file this week. The chair mentioned that
amendments were taken to allow local government to charge
reasonable costs to cover any state mandates associated with the
bill. As you recall, SB 1222 would cap the permit fee at $400
that local agencies are allowed to charge on rooftop solar
installations. CSAC remains opposed to the bill.
Flood Control
SB 1278 (Wolk) – Support if Amended
As Amended May 1, 2012
SB 1278, by Senator Lois Wolk, passed off the Senate
Appropriations Committee Suspense file this week. This bill is
the legislative vehicle for proposed changes to SB 5 (Machado,
Chapter 364, Statutes of 2007), one of a six-bill flood
protection package signed into law in 2007. Senator Wolk
committed to continue to work with local government and other
stakeholders to deal with several outstanding technical issues.
Climate Change
AB 1532 (Perez) – Pending
As Amended May 1, 2012
AB 1532, by Assembly Speaker Perez, passed off the Assembly
Appropriations Committee Suspense file this week. As you recall,
this bill would create the framework for how the California Air
Resources Board would allocate revenues from the Cap and Trade
program. CSAC has not yet developed a position on the measure;
however, we are working with the author’s office to ensure that
local governments are given adequate considering for funding
opportunities related to greenhouse gas emissions
reductions.
AB 2404 (Fuentes) – Pending
As Amended May 1, 2012
AB 2404, by Assembly Member Felipe Fuentes, was held on the
Assembly Appropriations Committee suspense file this week. As you
recall, this bill would have carved out an unspecified amount of
funds from anticipated Cap & Trade revenues for a local
government greenhouse gas emissions reduction grant program to be
administered by the Strategic Growth Council, appropriated
annually by the Legislature.
Storm Water
AB 2117 (Gorell) – Support
As Amended May 1, 2012
AB 2117, by Assembly Member Gorell, was held on the Assembly
Appropriations Committee suspense file this week. As you recall,
this bill would require the State Water Resources Control Board
to prepare a comprehensive statewide stormwater plan.
Fire Safety
AB 1506 (Jeffries) – Support
As Amended March 8, 2012
AB 1506, by Assembly Member Kevin Jeffries, was held on the
Assembly Appropriations Committee suspense file this week. As you
recall, this bill would repeal the State Responsibility Area
(SRA) fees enacted by ABX1 29 (Chapter 8, 2011). CSAC remains
opposed to any SRA fee proposal.
Fish and Game
AB 2443 (Williams) — Support
As Amended May 3, 2012
AB 2443, by Assembly Member Das Williams, passed off the Assembly
Appropriations Committee Suspense file. As you recall, this bill
would impose a fee of not more than $10 on boater registration
for the purposes of funding a Quagga and Zebra Mussel Infestation
Prevention Program. This bill would help to offset local
government and state agency costs by establishing a new source of
revenue to help protect California’s vulnerable waters from
Quagga and Zebra mussel infestation.
