For those interested, please be advised that the Board of State
and Community Corrections (BSCC) has announced the release of the
Byrne State Crisis Intervention Program (Byrne SCIP), Cohort 2
Request for Proposals (RFP). This RFP makes $11.2 million
available through a competitive process.
The Byrne SCIP program provides funding to support a multipronged
approach to decreasing gun violence in California, supporting
local jurisdictions in their efforts to improve firearms
relinquishment procedures. Byrne SCIP funds may be used for
programs that address one or more of the Program Purpose Areas
(PPA) listed below:
PPA 1: Communication, Education, Outreach, and Public
Awareness (related to Extreme Risk Protection Order (ERPO) laws
and programs)
PPA 2: Referrals to Community-based Services for People in
Crisis
PPA 3: Funding for Law Enforcement Crisis Intervention
Programs or Initiatives
Proposals must be received through the BSCC-Submittable
Application online portal by 5:00 p.m. on Monday, April 7,
2025. Instructions for using the BSCC-Submittable
Application online portal are provided on the Byrne SCIP website,
as are the
Byrne SCIP RFP Instruction Packet and mandatory documents for
submission into the application portal.
A virtual Grant Information Session will be held
via Zoom on March 12, 2025, at 1:30 p.m. A link to the
Grant Information Session is provided within the RFP and will be

The BSCC staff cannot assist the applicant or its partners with
the actual preparation of the proposal. Any technical questions
