Upcoming Caltrans Webinars on SB 743 Guidance Documents

Caltrans will be hosting two webinars this month to discuss the draft Transportation Analysis Framework (TAF) and the draft Transportation Analysis under CEQA (TAC). The Draft TAF assists Caltrans staff and other transportation professionals in identifying the best approach for analyzing Vehicle Miles Traveled under CEQA in various settings and for projects on the State Highway System (SHS). The Draft TAC guides Caltrans and other CEQA practitioners in making CEQA significance determinations for transportation projects on the SHS.

The Draft TAF and TAC are posted online for informal review and feedback.

Transit-Oriented Development Housing Program Guidelines and Funding Availability

The California Department of Housing and Community Development (HCD) recently announced the release of the Round 4 Transit-Oriented Development (TOD) Housing Program final guidelines and the program Notice of Funding Availability (NOFA) for approximately $141 million.

The primary goal of the TOD Housing Program is to promote the use of public transit and to stimulate affordable housing developments near transit stations. Under the program, low-interest loans are available as gap financing for rental housing developments that include affordable units. Grants are available to cities, counties, and transit agencies for infrastructure improvements necessary for these developments of specified housing developments or to facilitate connections between these developments and the transit station.

Applications are due on July 30, 2020 by 5:00 p.m.

HCD will be hosting two webinars regarding the TOD NOFA. Webinar dates and times are available below:

  • May 19, 2020, 9:00 a.m. – 12:00 p.m. Register.
  • May 27, 2020, 1:00 p.m. – 5:00 p.m. Register.

Local Housing Trust Fund Program NOFA Available Now

HCD recently released the Local Housing Trust Fund (LHTF) Program NOFA for approximately $57 million. This funding provides Matching Grants to Local Housing Trust Funds established by cities and counties, Native American Tribes, and incorporated 501(c)(3) nonprofit organizations.

Proposition 1 authorized $300 million to the LHTF Program to provide matching grants to Local Housing Trust Funds so that they can fund affordable housing.

Applications are due August 3, 2020, and application materials will be available in mid-May.

HCD will be posting a pre-recorded webinar regarding the LHTF NOFA on the LHTF webpage on May 19, 2020.
