Emergency Solutions Grant Draft Guidelines and Webinar

The State of California Department of Housing and Community Development (HCD) has posted newly proposed program guidelines for the federally funded Emergency Solutions Grant (ESG) program, which provides grant funding to non-entitlement local governments and federally recognized non-profit organizations. ESG funds are used to engage with individuals and families experiencing homelessness, provide rapid-rehousing, operate emergency shelters, and support activities and services that prevent individuals and families from becoming homeless.

The draft ESG Program guidelines are available for public review and comment through August 15, 2024 at 11:49 p.m. All written comments received by HCD, within the specified public comment period and pertaining to the proposed program guidelines, will be considered. Comments can be submitted to HCD during the public comment period via the following methods:
