HCD Releases the Guide to Affordable Housing Preservation Laws

September 26, 2024

The California Department of Housing and Community Development (HCD) has released the Guide to Affordable Housing Preservation Laws, a comprehensive resource designed to help preserve affordable housing across the state. This guide clearly explains the laws, outlines legal obligations and offers access to HCD-approved resources and forms.

It covers essential topics such as tenant and government notifications of expiring assistance, the steps for completing the sale of affordable housing, and outreach to organizations focused on preservation. Additionally, it highlights protections that promote transparency and accountability while incentivizing long-term affordability. The guide also details HCD’s role in enforcing compliance and the consequences for those who fail to meet legal requirements.

Housing developers, owners and operators, tenants, advocacy groups, and federal, state, and local government entities all play a critical role in safeguarding California’s affordable housing stock and ensuring current and future families have access to safe, secure, affordable homes.

The guide is available on HCD’s Preserving Existing Affordable Housing webpage.
