HOME American Rescue Plan (HOME-ARP) Reentry Housing Pilot Program (RHPP)

Governor Newsom announced new federally funded investments in long-term supportive housing and wrap-around services for those leaving carceral settings, with the goal of reducing recidivism and the risk of homelessness. The HOME American Rescue Plan (HOME-ARP) Reentry Housing Pilot Project (RHPP) will be administered by the California Department of Housing and Community Development (HCD) and the California Department of Corrections and Rehabilitation (CDCR), with $16 million in support from the U.S. Department of Housing and Urban Development.

Grants are competitively funded and available to organizations with significant experience in transitional and permanent supportive housing for this population. Projects that receive funding through this grant must be located in an Eligible State HOME-ARP jurisdiction.

Applications for the program are being accepted now and are due by December 31, 2024. Initial HOME-ARP Reentry Housing Pilot Project awards are anticipated in early summer of 2025. Learn more about the program and eligibility requirements here.
