The California Department of Housing and Community Development
(HCD) has released the
Homekey+ application, which makes available approximately
$2.145 billion in funding derived from Proposition 1 bond funds
and the Homeless Housing Assistance and Prevention (HHAP) program
Homekey Supplemental funding. Approximately $1 billion of these
funds will be available for projects for veterans with behavioral
health challenges.
HCD will be accepting applications on a continuous, over the
counter basis, with the following deadlines:
In an effort to ensure fire-impacted communities have the
opportunity to apply, the deadline to submit applications for Gap
Financing Projects has been extended to April 3,
2025, at 4:00 p.m.
All other applications must be submitted by May 30,
2025, at 5:00 p.m., or until the available funds are
exhausted, whichever occurs first.
All Homekey+ applicants are required to engage in a
pre-application consultation with the HCD prior to submitting an
application. Consultations are currently available to be
scheduled. Local public entities must request the
Homekey+ pre-application consultation by emailingHomekey@hcd.ca.gov.
In addition, Homekey+ will utilize a new user application portal,
HCD
Connect, to accept grant application submissions. In order to
gain access to submit an application, eligible applicants must
complete the new user sign up process. Please see the

guides. Potential applicants are encouraged to sign up as
new users through the HCD Connect Portal as soon as possible.
