Proposition 1: Recording Now Available for First Listening Session on the Behavioral Health Infrastructure Bond Act: BHCIP Rounds 7 & 8

The recording and materials for the first public listening session hosted by the Department of Health Care Services (DHCS) on April 19, 2024, on Proposition 1 – Behavioral Health Infrastructure Bond Act of 2024 Behavioral Health Continuum Infrastructure Program (BHCIP) Round 7 and Round 8: Unmet Needs – are now available. This was the first of monthly public listening sessions being held through October 2024:

Background

Proposition 1, which was approved by the voters, appeared on the March 5 statewide primary election ballot as a legislatively referred state statute consisting of two main components – the Behavioral Health Services Act (BHSA) (SB 326) and the Behavioral Health Infrastructure Bond Act (BHIBA) (AB 531) – providing for statutory changes to reform the state’s behavioral health system and create more supportive housing and behavioral health treatment resources. The BHIBA authorizes a $6.38 billion general obligation bond to develop an array of behavioral health treatment facilities, residential care settings, and supportive housing.

DHCS reports it is developing plans for distribution of $4.3 billion in BHIBA funds for BHCIP competitive grants. Of note to counties, $1.5 billion of the BHCIP total is to be awarded through grants exclusively to counties, cities, and tribal entities; and local jurisdictions are not precluded from applying for additional funds.
