State Releases Master Plan for Aging Annual Report, New 2025-26 Initiatives

Last week, the California Department of Aging (CDA) released the Fourth Master Plan for Aging Annual Report and the new Master Plan for Aging (MPA) 2025-26 Initiatives. The MPA is a 10-year blueprint that lays out a vision and commitment to an age- and ability-forward state by 2030.

The fourth annual report of the MPA highlights California’s progress in supporting older adults, people with disabilities, and caregivers since the MPA launched in 2021. The report includes a summary of progress made to implement efforts across the Five Bold Goals of the MPA: 1) Housing for all Ages and Stages, 2) Health Reimagined, 3) Inclusion and Equity, Not Isolation, 4) Caregiving that Works, and 5) Affording Aging.

Every two years, the MPA Cabinet Workgroup and various MPA partners and stakeholders develop and recommend a new set of initiatives to advance the MPA. The 2025-26 Initiatives include a total of 81 initiatives across the Five Bold Goals that will be a focus of implementation over the next two years. Some key 2025-26 initiatives to highlight for counties include moving forward on implementation of SB 1249 (Chapter 337, Statutes of 2024) related to Area Agencies on Aging (AAA) core services, AAA designations, and funding formula (#55), implementing the federal Adult Protective Services rule (#62), and older adults homelessness initiatives (several listed under Goal #1).
