State Releases Progress Report on California’s Master Plan for Early Learning and Care

Four years after the release of California’s Master Plan for Early Learning and Care, the California Department of Social Services (CDSS) has released a report to highlight the progress made toward the goal areas outlined in the plan. The Master Plan for Early Learning and Care was created to provide the state and early childhood stakeholders with an actionable roadmap for building a stronger and more equitable early learning and child care system for all California families. Key achievements highlighted in the progress report include:

  • State Preschool and Transitional Kindergarten Expansion
  • Addition of more than 129,000 subsidized child care slots since 2021
  • Updating California’s Child Care Rate Structure
  • Continued development of the Early Childhood Integrated Data System
  • New training and professional development for the early childhood workforce
  • Increased capacity through the Child Care and Development Infrastructure Grant Program

As the state continues efforts to build on progress made in implementing the plan, CSAC remains engaged with the Administration and Legislature on opportunities for county partnership and advocacy, particularly as it relates to county administered programs that serve California’s families and early childhood workforce.
