State Treasurer’s Office Releases Free Municipal Finance Training Modules for Local Elected Officials

The California State Treasurer’s Office just released the final segment of an eight-part municipal finance training series for local elected officials. The module, titled Becoming a Model Borrower, concludes the Elect>Ed Debt Issuance and Administration series, aimed at guiding elected officials through the complexities of municipal finance and debt issuance.

Elect>Ed modules are produced by the California Debt and Investment Advisory Commission (CDIAC), which is chaired by State Treasurer Fiona Ma. The courses are free and can be viewed at any time through CDIAC’s Ed Portal.

The training modules include:

  • Module 1 | Why Do Public Agencies Use Debt Financing
  • Module 2 | What You Need to Know Before Issuing Debt
  • Module 3 | Strategy Drives Structure
  • Module 4 | The Use of Debt Policies to Manage Risk
  • Module 5 | It Takes a Team: The Role of External Professionals in a Successful Issuance
  • Module 6 | Marketing and Structuring Strategies for a Win-Win Debt Issuance
  • Module 7 | The Commitments You Make: Implications and Documentation of Long-Term Debt
  • Module 8 | Becoming a Model Borrower

Lastly, CDIAC has also released Part 1 and 2 of the Elect>Ed Pension Fundamentals Series:

  • Part 1 | Pension Introduction
  • Part 2 | Elected Officials’ Role in Pension Management

All modules are free, easy to use, under an hour, intended for decision-makers, and are accessible online at https://edportal.treasurer.ca.gov.
