Survey: Input Sought for Streamlining Housing Construction on Infill Sites

The California Strategic Growth Council (SGC) is seeking public input on ideas to accelerate and streamline housing construction on unused and underutilized infill sites. Specifically, the SGC is interested in feedback on processes, permits, and other administrative actions that can be adjusted to create more flexibility and lower costs for developing infill housing.

Background

On July 31, 2024, Governor Gavin Newsom issued Executive Order N-2-24, aimed at accelerating infill development projects across California. The order directs state agencies to work together to remove key barriers to housing development on infill sites, focusing on lowering costs, increasing flexibility, and aligning housing and climate goals.

The initiative includes:

  • Exploring updates to building codes and permitting processes to speed up housing approvals.
  • Providing additional resources for local governments and developers through state and federal funding.
  • Offering tools and guidance for developers to identify and transform vacant sites into housing.
  • Ensuring housing and transportation investments are aligned to support sustainable urban development.
