The Department of Resource Management is a comprehensive agency comprised of the Public Works, Building and Safety, Planning Services, Environmental Health Services, Parks, Water Resources and Delta Water Activities, and Administrative Services Divisions. The department provides for the well-being of Solano County’s present and future residents and the public at-large through administration and enforcement of Federal, State, and Local laws and policies pertaining to transportation, building construction, land use planning, environmental health, and recreation.
The Building and Safety Division enforces state and federal building codes in unincorporated Solano County, serves as the County’s flood plan administrator for construction and development, assesses fire, flood, and earthquake damage, and administers the County’s code enforcement program.
The Environmental Health Services Division is responsible for protecting public health and the environment by implementing environmental health programs in three broad areas:
- The Consumer Protection Program, which provides assistance for consumer-oriented facilities and the health and well-being of County residents.
- The Water Protection and Waste Management Program Technical Services Program, which includes water, wastewater and land use.
- The Hazardous Materials Program, which protects the environment and public health.
The Water Resources and Delta Water Activities Program is responsible for monitoring, engagement, and proactive actions related to Delta and other water related plans, programs, and projects at the Federal, State, and Local levels that have potential to impact the County, including evaluating water-related legislation and bond initiatives, regulations, and policy and project development.
The Planning Services Division strives to enhance the quality of life by protecting agriculture and the natural and built environment while:

The Position: Under administrative direction, plans, organizes, manages, and assists the Director of Resource Management in formulating and implementing the department’s policies, goals and objectives of the department, specifically of Planning, Natural Resources, Building and Safety, Environmental Health, and Administrative Divisions. Serves as a member of the county’s management team. This position is responsible for managing and monitoring the internal operations of the department directly and through subordinate managers and for ensuring the delivery of the department’s services to the public in compliance with county, state and federal rules, regulations and policies.
Qualifications:
Education: Bachelor’s degree or higher from an accredited
college or university preferably in Urban Planning, Civil or
Mechanical Engineering, Environmental Management, Recreation
Management, Business Administration, or other closely related
field; AND
Experience: Five years of management and supervisory
experience in one or more of the following areas in a
governmental public agency: environmental health management;
building codes, permits and construction; public land use
planning; parks and recreation; and/or transportation. Two years
of the experience must have included involvement with program
evaluation, budget development, contract management, performance
management and personnel management.
LICENSING, CERTIFICATION AND REGISTRATION REQUIREMENTS:
- Applicants are required to possess a valid California Driver’s License, Class C.
- Note: All licenses, certificates and registrations must be kept current while employed in this class.
