Description:

The position is on the Housing and Grants Team within the Community Development Agency (CDA). This position will support a wide range of activities related to affordable housing and grant making for services to lower income residents in Marin County. Will identify, review, evaluate and recommend federal, state, and local funding opportunities and criteria, both programmatic and financial, as well as act as the subject matter expert for division staff on grant compliance and prepare related reports.

This position will be responsible for analyzing fiscal and program data for the purposes of continuous quality improvement.

• Researching and applying for housing grants.

• Grant budget planning and development.

• Ensuring compliance with grant requirements, proper tracking, documentation, reconciliation, and reporting of expenditures and revenue.

• Developing tracking tools to analyze and monitor applicant compliance with program criteria.

• Reviewing, evaluating, and making recommendations on agreements and contracts to ensure accuracy and compliance.

• Responding to audits.

Qualifications:

Our Highly Qualified Candidate: Has strong analytical, technical, and financial skills along with planning, budgeting, and accounting experience dealing with complex blended funding including Federal, State, and local funds. They are also knowledgeable of housing and Housing and Urban Development (HUD) grants programs and its many funding streams. The ideal candidate must be highly proficient with Munis (or related Human Capital Management software) and Excel, and have experience with the public funds and housing programs. The ideal candidate has fiscal management experience, excellent organizational and writing skills, is flexible with changing priorities, and is accurate with a high level of attention to detail. The ideal candidate is a critical thinker with the ability to work independently, exercise sound judgement, and proactively make recommendations to resolve issues, maximize revenue, ensure compliance with County and funding requirements, and implement best practices or efficiencies. The ideal candidate has excellent interpersonal skills.
