Description:

The Deputy Director is a key member of the Department’s management team and reports to the Assistant Director in the Planning and Development Department. This is an at-will position, exempt from Civil Service Provisions. The incumbent serves at the pleasure of the Planning and Development Director. This position leads a staff of 15 and administers a program with an annual budget of $4 million. The Deputy Director will work with industry leaders, elected officials, community members, various commissions, boards, and special interest groups, and Federal, State, and local agency representatives. A strong understanding of California planning regulations and zoning and civil code enforcement practices and procedures, the ability to build and maintain credibility with the regulatory community, stakeholders, and County of Santa Barbara Board of Supervisors, and a demonstrated customer-focused attitude is essential for the position.

Qualifications:

1. Bachelor’s degree in planning, public administration, business administration, community development, architecture, urban design, economics, political science, environmental studies, life or social sciences or related degree AND five years of increasingly responsible professional advanced journey-level experience developing land use policies or regulations OR applying zoning regulations, community plan policies, CEQA, NEPA, and other ordinances in a planning environment, of which two years is in a supervisory capacity; OR, 2. Two years of experience performing duties equivalent to the class of Supervising Planner or Energy Specialist with the County of Santa Barbara; OR, 3. A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities. Desirable Qualifications: • Master’s degree in public administration, planning, urban design, environmental planning and policy, regional economic development, or other closely-related degree.
