Description:
CSAC is recruiting for a dynamic, experienced, politically savvy professional to lead our accomplished legislative team and to serve on the Association’s Executive Team. As the voice for California’s 58 Counties at the State and Federal level, CSAC has a proven track record of effective leadership advocating on behalf of our members.
The Deputy Executive Director of Legislative Affairs directs State and Federal advocacy efforts on behalf of CSAC. The position is responsible for leading, providing guidance, direction and managing all aspects of the legislative program; coordinating with county advocates and CSAC affiliates; working with the Deputy Executive Director of Operations and Member Services regarding collaboration with other divisions critical to the advocacy program; collaborating to set overall Association policy and direction; and participating in the development and management of the Association’s operating budget and strategic plan as necessary.
- Leads, plans, and provides direction and guidance to the legislative division of the Association.
- Advocates in support of counties interests at the State and Federal level.
- Responsible for hiring, supervising, and the development of professional staff for the legislative division.
- Represents the Association with elected officials, county executives, media, citizen groups, other associations, legislative coordinators, and CSAC affiliates.
- Participates in the development and management of the Association’s operating budget with the Executive Director and Deputy Executive Director of Operations and Member Services.
- Coordinates with the Executive and Leadership teams to ensure collaboration between the advocacy program and other divisions.
Qualifications:
Minimum Qualifications:
Bachelor’s Degree in a related field and 10 years of experience in a highly responsible management capacity overseeing legislative and State budget advocacy and/or policy development; or an equivalent combination of education and experience to successfully perform executive level duties and responsibilities of the position as described above. Master’s Degree preferred but not required.
Knowledge and Experience Required:
- Extensive knowledge of Federal, State, and local government structure, functions and their programs;
- Demonstrated knowledge of Federal and State legislative, regulatory, administrative and budget processes;
- Proven experience analyzing and advocating on legislation and budget proposals;
- Experience handling political sensitive issues including involvement with ballot measure campaigns;
- Knowledge of Association management principles, laws and policies in program areas of concern to CSAC; and
- Principles of personnel management and supervision including planning, coordinating, directing, and evaluating the work of professional staff.

- Excellent written and oral communication skills;
- Demonstrated interpersonal skills to interact with elected officials, county executives, professional staff, general public, among others;
- Ability to effectively develop evaluate and implement policy; and,
- Effective represent the Association before other governmental agencies, the media, and the public.
