Description:
Under administrative direction of the County Executive Officer, plan, organize, coordinate, and supervise the activities of the County Department of Administrative Services; and perform other related work as required.
This is the senior executive management position directly responsible for the business operation and management of the County’s centralized internal services organization whose primary purpose is to establish a level of information systems, purchasing, custodial and other administrative services to meet the needs of the County’s departments. This includes establishing and maintaining the County-wide infromation technology strategic plan for the County involving internet and intranet services, software, systems operations, security network, voice and data communications, radio systems, 9-1-1 County Coordination, purchasing, administrative services, custodial services, and mail room. The primary responsibility of the position is to establish the mission, goals, objectives, policies and business plan of the department; and, to administer and coordinate activities to achieve these.
This is an at-will Senior Executive position reporting to the County Executive Officer.

Duties may include, but are not limited to the following:
Oversees the design and implementation of new systems; coordinates countywide acquisition of hardware and software, including development and implementation of a long-range asset management plan for the maintenance and replacement of hardware and software systems.
Oversees countywide cybersecurity; includes the development and implementation of an information security strategy, establishment of information security policies and procedures, cybersecurity operations, monitoring and responding to security incidents, management of security audits and assessments, and ensuring compliance with industry regulations and standards.
Negotiates and directs the administration of contracts for the provision of information systems on behalf of county departments.
Oversees the implementation of purchasing strategies; negotiations of contracts with suppliers, management of supplier relationships, identification of opportunities for cost savings, and ensuring compliance with procurement policies and regulations.
Plan, direct, and coordinate the operation of the Department Services and its divisions.
Confer with the Executive Office on matters of policy and procedures, and representing the department in public and county review meetings.
Direct, coordinate and participate in the development and implementation of departmental goals, objectives, polices, procedures and priorities.
Provide staff leadership on policy planning and direction for departmental activities.
Direct the preparation and administration of department and division budgets.
Direct the forecast of additional funds needed for staffing, equipment, materials and supplies.
Coordinate activities with other departments and outside agencies and organizations to ensure cooperation on all governmental levels on matters pertaining to Administrative Services.
Select, train, and supervise managerial, professional, technical and clerical personnel.
Direct personnel actions such as promotions, transfers, discharges and discipline.
Attend sessions of the Board of Supervisors to present department proposal.
Confer with the County Executive Office concerning budgetary and organizational program and services.
Establish and enforce county-wide standards in the areas for which the department is responsible including information technology, purchasing, custodial, and telecommunications.
Qualifications:
Experience:
Broad and extensive experience in the management of information
technology, voice, data and radio communication systems. Five (5)
years of managerial or supervisory experience at a senior level
in Information Systems. Experience must include fiscal
budget development and management.
Education:
Equivalent to graduation from a four (4) year college with major
work in computer science or a closely related field.
Desirable Education:
Masters Degree in Information Systems.
