year. The Homeless Assistance Program is part of the Housing and
Community Development Division within the Community Services
Department
The Homeless Assistance Program Manager is an important
leadership position which will administer Santa Barbara County’s
homeless programs by monitoring and evaluating program compliance
with policies established by the Board of Supervisors, the County
Executive’s Office, and the local Santa Maria/ Santa Barbara
County Continuum of Care. Serving as a liaison between the
County, local jurisdictions, funding sources and various public
and private agencies, the incumbent will facilitate the alignment
and integration of federal, state and local homelessness
initiatives and programs, policies, and a wide-range of social
services and funding sources.
Qualifications:
The ideal candidate will be well versed and current on homeless
demographics, federal and state priorities, and best practices in
homeless service and housing delivery; and able to analyze the
strengths and gaps in the regional housing market, government
programs, the local homeless service and housing delivery system.
The ideal candidate will have in-depth knowledge of the issues of
why people become homeless and barriers to exiting homelessness,
homeless prevention, and rapid rehousing. This expertise, and how
these issues interact with each other, should also spur insights
on areas needing change and new approaches to addressing
homelessness in the Santa Barbara County region. This position
requires someone who is open and approachable, honest, and who
has high integrity. He/she will have strong organizational skills
with the ability to prioritize, remain calm in highly contentious
situations, and be professional and personable. Bachelor’s degree
from an accredited college or university with major course work
in business administration, public administration, planning,
community development, social science, behavioral science,
biological science, or a closely-related field and five (5) years
managing or administering housing or homeless programs for a
public or non-profit agency; or behavioral health, health care,
social service, public assistance or other programs that served
the homeless community, including responsibility for policy
development and grant management is required. Master’s degree
preferred.
