We’re looking for an analytical professional interested in working on pressing issues in California, to better our communities and meet the needs of all Californians.

Description:

The California State Association of Counties (CSAC) is recruiting for a Legislative Analyst, working primarily in the policy areas of housing, land use, and transportation.

As the voice of California’s 58 counties, CSAC is a trusted broker of information about the effects of state laws on counties and helps develop and communicate policies that directly impact the programs and services provided by counties. In California, counties are responsible for providing nearly all state and municipal services. We communicate our positions to the Legislature, Governor’s office, agencies, commissions, and other state bodies through testimony, letters, and meetings.

The legislative analyst position supports CSAC’s advocacy on behalf of California’s counties to the state and federal government. Legislative Analysts are responsible for tracking and analyzing legislative and budget proposals, preparing research documents, presenting on legislation and policy issues, creating agendas for and participating as a resource in CSAC policy committee meetings, and writing letters, reports, and articles concerning proposed legislation and the state budget.

Requirements:

We are seeking candidates with strong analytical ability and problem-solving skills, attention to detail, relationship-building skills, and experience writing for diverse audiences.

An ideal candidate would have experience with and knowledge of legislative research, county government functions and operations, and the legislative process and its relationship to county government. Sophisticated writing ability is highly desirable. Knowledge of the state-local fiscal relationship, general government issues, and policies that impact county operations is preferred.

Qualified candidates must possess a Bachelor’s Degree and two years of professional experience, or an equivalent combination of education and experience. Experience working in county or state government, the Legislature, or working with those entities, preferred.

Salary: Anticipated salary range is $60,000-$90,000; range may be extended for highly qualified candidates. CSAC offers a full benefits package, including pension (and pension reciprocity with CalPERS).

How to Apply: Candidates are asked to submit a cover letter and resume to resumes@counties.org by Wednesday, October 30, 2024.
