CSAC is the unified voice of California’s 58 counties in advocating on the effects of state laws on counties. We are seeking an analytical professional interested in working on a variety of essential California policy matters to join our Legislative Affairs team. The Legislative Analyst is responsible for supporting advocacy on behalf of counites to the state and federal government. We’re looking for a team player who is driven to uplift communities and believes that our government institutions are critical to democracy.

This position will focus on core government responsibilities, including finance, government administration, elections, housing, land use, and transportation. Specifically, this position includes, but is not limited to, analytical work regarding the following policy areas:

•    Local finance
•    Economic development
•    Elections
•    Pensions
•    Worker’s compensation 
•    Public meetings and records
•    State mandate reimbursements 
•    Artificial intelligence
•    Telecommunications and broadband
•    Transportation and infrastructure
•    General plan and planning procedures
•    Land use and growth policies
•    Housing element law
•    Tribal government relations

The Legislative Analyst will support advocacy efforts on legislation, ballot measures, regulations and budget proposals; support various internal CSAC policy committees in the development of policy; make policy recommendations; and manage contacts and relationships in their policy area.

Knowledge and Skills Required:

• Strong analytical ability and problem-solving skills.
• Experience with and knowledge of legislative research, the legislative process and its relationship to local government. 
• Experience writing for diverse audiences. Sophisticated writing ability is highly desirable. 
• Knowledge or interest in the state-local fiscal relationship, general government issues, and policies that impact county operations is preferred.
• Relationship-building skills.

Job Duties:

• Track and analyze legislative and budget proposals to gauge impact    on counties, including writing letters, reports, and articles concerning proposed legislation and the state budget.
•  Utilizes a variety of simple numerical analytical techniques to evaluate and summarize fiscal and programmatic data to assist advocacy efforts. 
• Prepare research documents, present on legislation and policy issues, and create agendas and materials for internal policy committee meetings.
• Review materials in subject matter area and broader legislative environment (e.g. reports and news articles) to be in an informed position to develop policy strategies with CSAC lobbyists. 
• Monitor legislative proceedings to maintain awareness of the political environment.
• Respond to inquiries; draft mailings and presentations given to members; prepare and attend conferences and meetings.
• Work with affiliate organizations to solicit technical feedback and input.

Qualifications:

Minimum Qualifications:

Qualified candidates must possess a bachelor’s degree and two years of professional experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Experience working in county or state government, the Legislature, or working with those entities, is preferred. Willingness to learn and perform assigned data analysis and policy evaluation tasks.

Salary:

Position salary range is $70,000 to $90,000 annually, plus excellent benefits package pension with CalPERS reciprocity, and generous vacation and holiday schedule. Range may be extended for highly qualified candidates, who would be considered for a Senior Legislative Analyst role.
