Description:
The County of Yuba is currently recruiting to fill our
Superintendent of Institutions position within the Probation
Department. The Superintendent of Institutions oversees all
operational and administrative activities of the Tri-County
Juvenile Hall and Youth Guidance Center Facilities without
direction except as new or unusual circumstances require.
Responsibilities include but are not limited to: Direct, monitor
and evaluate the safety, operations and programs at the Youth
Facilities; Ensure compliance with federal, state and local laws
and regulations; Direct, and evaluate medical, counseling,
educational and vocational programs; Monitor the effectiveness of
operations on a continual basis; Conduct studies and reviews;
Prepare reports and presentations; Assure compliance with the
terms and conditions set forth in the Joint Exercise of Powers
Agreement; Participate in quarterly Oversight Committee meetings;
Develop the Youth Facilities’ budgets; Coordinate with other
county departments, outside organizations and federal, state and
local agencies; Develop and implement short– and long-term
goals, objectives, policies, procedures and work standards for
the Juvenile Detention Division; Plan, organize, administer,
review and evaluate the work of staff; Oversee or provide for the
selection, training, professional development and discipline of
staff; Develop and maintain effective relations with the
Oversight Committee and other local agencies and community
groups.

ability:

laws and regulations governing the operations of detention
facilities; Knowledge of administrative principles and practices,
including strategic planning, goal setting, program development,
implementation and evaluation; Knowledge of governmental
budgetary practices, including purchasing; Skill in positive
personnel management directly and through subordinate levels of
supervision; Skill in evaluating program operations, defining
problem areas and implementing effective solutions; Ability to be
an innovative and independent thinker with creative
problem-solving approaches to respond to programmatic and
budgetary challenges; and the ability to be flexible, pragmatic,
candid, and able to develop a professional prominence.
Qualifications:
Minimum Requirements: Bachelor’s degree in Administration of
Justice, Criminology, Child Development, Psychology, Sociology,
Counseling or a related field and five years of increasing
responsible experience in a detention facility or law enforcement
work which has included two years of project/program management
and development, budget preparation and/or the supervision of
peace officers.
Preferred Requirements: In addition to the minimum, additional
years of management experience within an institutional setting.
