The Santa Barbara Workforce Development Board (WDB) seeks an innovative Programs Manager to lead initiatives that empower farmworkers and job seekers with barriers to employment. Partnering with the County’s Farmworker Resource Center, this role drives workforce programming through career planning, skills training, and community outreach. Managing grant-funded projects, the manager oversees staff, contractors, and sub-awardees while developing long-term strategies to secure funding and expand services. The ideal candidate will have expertise in workforce programs, program design, and grant administration, alongside a strong understanding of agricultural communities and public sector dynamics. Responsibilities include supervising operations, analyzing budgets, engaging stakeholders, and enhancing service delivery through policy and procedural innovations. With exceptional leadership, communication, and project management skills, the Programs Manager plays a critical role in fostering economic vitality in Santa Barbara County. Qualifications:

Candidates must possess a bachelor’s degree in social work, human services, psychology, business or public administration, or a related field, along with at least three years of professional or supervisory experience in a relevant field. A valid California driver’s license or the ability to provide suitable transportation is required. The ideal candidate will have comprehensive knowledge of human services operations, program planning and administration, fiscal management, personnel management, conflict resolution, and applicable laws and regulations. They must demonstrate the ability to lead human service programs, manage budgets and resources, supervise and train staff, and ensure compliance with strategic objectives and quality standards. Strong skills in analyzing and improving programs, resolving complex issues, preparing reports, and delivering presentations are essential. Candidates should excel in stakeholder collaboration, have flexibility for varied work schedules, and be prepared to meet mandatory background investigations and reporting requirements where applicable.
