Even though homelessness is THE humanitarian crisis of our time, California lacks a comprehensive plan to address it effectively and equitably. Despite significant investments and partnerships between the state and local governments, our response to helping those who are unhoused is fragmented and lacks clear lines of responsibility, accountability and sustainability.

To make meaningful progress in helping those who are unhoused, CSAC developed the six pillars of the ‘AT HOME’ Plan – Accountability, Transparency, Housing, Outreach, Mitigation, and Economic Opportunity.

The AT HOME plan will guide CSAC’s advocacy efforts to address the state’s homelessness crisis. CSAC will advocate for ongoing homelessness funding, appropriate accountability mechanisms, and a broad range of homelessness bills and budget items at both the state and federal level that are aligned with the policy recommendations of the six pillars of the AT HOME plan.
