2020 Census Report: What’s at Stake for California

California could lose one of its 53 seats in the United States House of Representatives if the 2020 Census results in large undercounts among traditionally hard-to-count groups and immigrant communities, according to a study by the Public Policy Institute of California (PPIC).
The study looks at population trends and research on past undercounts to examine plausible scenarios for 2020. It focuses on political representation and specifically the risk of losing a seat in the U.S. House of Representatives. The study also stresses the critical role that community organizations and local governments play in educating residents about the importance of the census for California and the security of the information they share with the U.S. Census Bureau.
