The California Department of Housing and Community Development (HCD) has released the Permanent Local Housing Allocation (PLHA) Program entitlement and non-entitlement Local Government Formula Component Notice of Funding Availability  (NOFA) for approximately $195 million and the PLHA Formula Allocation Application.

CSAC supported SB 2 (Atkins, 2017), which established the PLHA program and provided a permanent on-going source of funding to local governments for housing-related projects and programs.

Over-the-counter applications will be accepted from April 27, 2020 – July 27, 2020 at 5pm.

HCD will be hosting workshops related to the PLHA Program NOFA. Upcoming workshop dates and locations are available below.

• SACRAMENTO, March 26, 2020, 9:00 a.m. to 12:00 p.m., California Department of Housing and Community Development, 2020 W. El Camino Avenue, Conference Room 402 a/b, Sacramento, CA 95833, Register.

Pursuant to the PLHA Guidelines, jurisdictions must meet Housing Element and Annual Progress Report requirements stated in Section 302(a) and (b) in order to receive PLHA funds. See NOFA Appendix D for a list of ineligible jurisdictions as of the date of this notice. HCD acknowledges that many ineligible jurisdictions are in the process of obtaining compliance, and they will be eligible for this program once compliance is obtained during the application period.
