BSCC Hearings Set on Jail Inspections, Regulation Revisions

March 5, 2020

The Board of State and Community Corrections (BSCC) has set the dates for three statewide listening sessions so that members of the public can give comments on separate but related topics: the agency’s efforts to improve jail inspections and the biennial update of the adult regulations governing jail operations.

The upcoming sessions will last from 5:30-7:30 p.m., with the first one scheduled for Tuesday, March 10, at the BSCC offices in Sacramento; followed by Wednesday, March 11, in Bakersfield at the Kern County Administrative Center; and Wednesday, March 18, in San Diego at the Operations Center.

In addition to the listening sessions, public comment will be received by email at regulations@bscc.ca.gov, and at the meetings of the committees studying potential updates: https://www.bscc.ca.gov/adult-titles-15-and-24-regulations-revision/.

In the Governor’s January Budget proposal, BSCC was directed to strengthen the state’s oversight of adult local detention facilities. At last month’s Board meeting, the BSCC approved in concept changes to its jail inspection process to better hold counties accountable for fixing serious deficiencies more quickly. The Board asked BSCC staff to seek public input on the proposed enhancements. The BSCC staff anticipates returning to the Board at its June 2020 meeting with the proposed changes.
