CSAC is supporting Riverside County in its challenge against PERB’s determination that AB 646 (mandatory fact finding) applies for single issues rather than only after impasse over a full collective bargaining agreement.  CSAC’s brief also argues that AB 646 interferes with charter counties’ home rule authority.  CSAC’s brief was drafted by Erich Shiners at Renne Sloan Holtzman and Sakai in Sacramento.
