TUESDAY, NOVEMBER 29

8:30 AM – 11:30 AM

Innovation Summit: Changing Lives, Reforming Offenders and Preventing Recidivism

California has been leading the country in criminal justice reforms. On the ground, it is the work of law enforcement agencies, probation departments, and program partners that have worked to change the lives of offenders so they do not recidivate, but more importantly go on to become successful, productive members of their communities. Success requires creating a system of policies and practices based on what has been proven to work. This workshop will discuss evidence-based practices that probation departments are using to be successful with their offender populations, inspirational stories from former offenders who have turned their lives around and what they needed to become productive members of society.

2:30 PM – 4:30 PM 

Understanding Public Service Ethics Laws and Principles (AB 1234 Training)

State law requires elected and appointed officials to receive two hours of training in specified ethics laws and principles every two years. Newly elected and appointed officials must receive this training within one year of becoming a public servant. This lively, example-filled, two hours will make this mandatory training more tolerable – if not outright enjoyable. Supervisors-elect can receive their certification prior to entering office.

WEDNESDAY NOVEMBER 30

The Future of Marijuana Regulation in California

Marijuana regulation in California faces a wave of possible change in the coming year for both medical and non-medical use. State agencies and counties are preparing for new medical marijuana rules on cultivation and sales. At the same time, voters will be taking action on a ballot measure in November to legalize adult recreational use. The national stage could also see a dramatic shift in how the new Administration addresses marijuana and state-level regulation. This workshop will help your county prepare for the immediate future of marijuana regulation regarding land use, taxation, and other local authority with state and local experts.
 

1:30 PM – 2:45 PM 

California County Roundtable

What problems are you facing in your county? How are you solving them? You know that other counties are confronting the same problems, but it can be hard to find the time to get outside the county line. At this roundtable, you’ll have the chance to see what’s vexing your colleagues, and what solutions some of them have found. The session will feature three-minute presentations by county officials, for county officials. Short presentations mean you won’t get bogged down in details, but we’ve also built time in afterward for presenters and attendees to talk about the connections you’ve made and ideas the presentations have sparked. Likely topics to include tree mortality, Airbnb, foster care, and other local innovations and challenges.

The Clean Water Challenge in California Communities

Ensuring access to safe, clean, and affordable water is vital for state and local economies. As we enter a fifth year of drought, the sustainability of California communities, particularly disadvantaged communities and those directly dependent on the local agricultural sector, becomes at greater risk. This workshop will provide expert perspectives on broad-based and community-driven solutions to address the challenge of clean water facing California communities. This workshop will discuss the county role in clean water, implications to agriculture and the state/local economies and tools to assist disadvantaged communities.

Improving Public Safety Outcomes through Cultural Change

Hosted by Riverside County

In the ever-evolving world of Public Safety Realignment and criminal justice, Riverside County has under taken the challenge of reforming the existing culture of its public safety agencies (Sheriff, District Attorney, Probation and Public Defender). Navigating through cultural transformation is laden with challenges and requires strong partnerships. Riverside County has partnered locally as well as with KPMG to successfully adapt its culture to increase positive public safety outcomes in the community. This workshop will look at how Riverside County has successfully worked through system change to improve results while creating a foundation of opportunities for enhanced collaboration, communication, and financial savings in criminal justice. The workshop will discuss how the four agencies are under taking this extraordinary change in the criminal justice system and the challenges that arise with critical reforms.

THURSDAY DECEMBER 1

9:45 AM – 11:15 AM

Innovations and Opportunities in Affordable Housing

The state is reaching a crisis point regarding both the availability of housing and its affordability. The average price of a home in the state is two-and-a-half times the average national price and rents are fifty percent higher than the rest of the country. According to the Legislative Analyst’s Office, major changes to local government land use authority, local finance, CEQA, and other major polices are likely necessary to address California’s high housing costs and limited availability. This session will focus on innovative and best practices underway in counties and cities that are resulting in the development of housing affordable to all Californians – from reducing development fees or expedited permitting to make the cost of housing more affordable.
