Department of Finance v. Commission on State Mandates (County of Los Angeles)(S214855): CSAC filed an amicus brief to support Los Angeles County’s effort to reverse a Court of Appeal opinion concluding that Regional Water Board permit requirements are not reimbursable mandates because of the federal Clean Water Act’s broad dictate to “reduce pollutants to the maximum extent practicable.”  CSAC’s brief was drafted by Timothy Barry in the San Diego County Counsel’s Office.
