CSAC’s amicus brief, drafted by Claire Collins and Sean Herman at Hanson Bridgett in San Francisco, sets out the law on this issue and argues that allowing a refund remedy under Prop. 218 is impractical, unsupported by the law, and violates the separation of powers.
