Join the AT HOME Coalition for Accountability NOW
For those able to join us last week at the 2023 Legislative Conference in Sacramento, we thank you. We hope you learned from the panels at the CSAC-Cal Cities Joint Summit on Homelessness and the various policy committees and events.
We’re following up on the request we made at the caucus and Board of Directors meetings: Please join our new AT HOME Coalition for Accountability and invite your local leaders and organizations to do the same.
We’re launching this new grassroots coalition to urge the State and Legislature to adopt the Accountability Pillar of CSAC’s AT HOME Plan, a comprehensive proposal to effectively and equitably address homelessness.
Accountability is the foundation for the entire AT HOME Plan and we’re building a strong coalition of committed local governments, organizations, businesses and individuals who believe in the urgent need for a framework of accountability when it comes to tackling homelessness in our communities.
Your support and expertise, as well as your county’s, is needed for the AT HOME Coalition for Accountability. Please join the coalition as an individual and urge your county to do the same so we can signal to the Governor and Legislature the importance of defining clear roles and responsibilities for all levels of government through a foundation of accountability.
By signing onto the AT HOME Coalition for Accountability, you and your county are joining with local governments, businesses, and community organizations to support the following principles:
What Does ‘Accountability’ Mean?
- Clearly defined city, county and state roles and responsibilities making it clear which level of government is responsible for what. Today, this structure does not exist.
- Collaboration and coordination between the state, counties and cities from start to finish on countywide or regional plans that include measurable goals and outcomes.
- Ongoing funding commensurate with responsibilities for each entity within the plan which provides for maximum local flexibility in alignment with established goals and outcomes.
- Funding tied to results to ensure participating cities and counties adhere to clearly defined roles for siting and providing supportive services – as well as encampment outreach and clean-up.

Please join us – and tell a friend. Counties are leading the charge with AT HOME and we need your support for the AT HOME Coalition for Accountability to make meaningful progress on homelessness. Please take action individually and as a Board to join the AT HOME Coalition for Accountability by May 9, 2023.
We are also asking you to reach out to your city, business, and community leaders to ask them to join the coalition, too. We have created resources (below) to help you join the coalition and reach out to your community.
