Kent v. California Office of Administrative Hearings (15-15261)
The federal Ninth Circuit Court of Appeals is considering a case that examines how the funding responsibilities are shared in the California Children’s Services (CCS) Program. CSAC has filed a brief arguing that the county funding obligation in the CCS program is limited to those services that are deemed “medically necessary,” while local education agencies (LEAs) provide all other educationally necessary services. CSAC’s brief was drafted by Santa Clara Deputy County Counsel Jenny Lam.
