CSAC requested publication of this opinion which addresses the time in which a claimant has to file a claim. In particular, the opinion applies the concepts of delayed discovery and appreciable harm to a case of alleged progressive loss, and determines that the cause of action accrued (and the time to present a claim) ran from the date that the claimants reasonably suspected a connection between their alleged damages and the actions of a city or county.
