The 2018 Budget Act included mandate repayment for counties associated with the cost of providing “AB 3632” services for seriously emotionally disturbed children. The approximate $280 million for counties statewide includes actual program costs and interest owed for the mandated programs that used to be provided by counties, but has been provided by schools since 2012.

State law, under the 2018 Budget Act, provides that payment is due by November 1, 2018. Prior mandate debt repayment was provided in several lump sums to each county based on when the debt was first incurred. CSAC is working with the State Controllers’ Office to determine specific timeframes for final payment and will report out as soon as that information is available.
