Ocean S. v. Los Angeles County (2:23-cv-06921-JAK-E)
Plaintiffs have brought a class action alleging that the State and County defendants are violating federal law and their constitutional rights by failing to provide “meaningful access to the crucial housing, mental health, and other services to which they are legally entitled.” Los Angeles County is seeking to have the case dismissed, and CSAC has filed a brief in support, arguing that the issues raised by plaintiffs regarding the planning and placement services available to transition age youth are not redressable in federal court, but rather a core focus of ongoing dependency proceedings taking place as part of a comprehensive state child welfare program designed to allow the Dependency Court, counties, and the attorneys for the parties to work in tandem to serve the interests of dependent youth. CSAC’s brief was prepared by Santa Clara County Deputy County Counsel Susan Greenberg.
