CSAC has filed a brief in the California Supreme Court addressing the proper standard of judicial review when a local agency’s EIR is challenged as containing insufficient information.  The brief takes the position that such challenges are subject to the substantial evidence test.  CSAC’s brief was drafted by Phillip Seymour of The Sohagi Law Group in Los Angeles.
