CSAC Appoints Seasoned County Leader as New Deputy Executive Director

CSAC is pleased to announce the appointment of Manuel Rivas Jr. as the Association’s new Deputy Executive Director for Operations and Member Services. Manuel’s career has focused on public service, bringing strong county experience to CSAC.
Manuel has more than 26 years of experience working for Los Angeles County, including 10 years in senior management positions and the past four years as the County’s Assistant Chief Executive Officer, overseeing policy development, legislative affairs and intergovernmental relations at the State and Federal level. That position has often brought him to Sacramento, where he worked closely with CSAC on a number of priority issues.
Manuel’s career also includes a strong background and high level administrative experience in budget and fiscal management, contracts and project management. He has served in key positions for various county departments including the Chief Executive Office, Fire, Chief Administrative Office, Parks and Recreation and the Office of the Assessor.
“Manuel is a trusted proven leader that has worked hand in hand with CSAC on many priority issues impacting counties,” said CSAC Executive Director Graham Knaus. “His in-depth knowledge of county operations, policy experience and remarkable skills, make him an outstanding addition to our executive team.”
As Deputy Executive Director for Operations and Member Services, Manuel joins the CSAC leadership team and will oversee all internal Association operations, including fiscal management and budget development. He will also be responsible for CSAC’s broad member services operations, including the CSAC Institute for Excellence in County Government. Manuel will also serve as Chief Executive Officer for the California Counties Foundation, which operates the CSAC Institute and Results First program.
Manuel officially begins in late August. He replaces Mr. Knaus who was named CSAC Executive Director in April.
