CSAC Finance Corporation Announces New Board President and Executive Vice President

Solano County Supervisor Linda J. Seifert Elected CSAC Finance Corporation Board President and Alan Fernandes appointed Executive Vice President
Sacramento, California – CSAC Finance Corporation Board of Directors is pleased to announce the election of Solano County Supervisor Linda J. Seifert as the President of the Board of Directors and the appointment of Alan Fernandes as Executive Vice President (formerly titled Executive Director).
Supervisor Seifert was elected to the Solano County Board of Supervisors in 2008, where she has served as Board Chair in 2012, 2013 and 2014. She currently serves on the Executive Committee of the CSAC Board of Directors. “Serving as CSAC Finance Corporation’s Board President is a privilege,” said Supervisor Seifert. “The Board is committed to growing its existing programs and searching for new opportunities that will benefit counties and CSAC.”
Prior to serving the people of Solano County, and on the Executive Board of CSAC, Supervisor Seifert enjoyed a distinguished career in law, public service and community advocacy. She was the first woman partner at the firm of McNamara Law Firm in Walnut Creek (1985-1997). In 1997, she joined the staff of the California Dental Association, a large health care non-profit located in Sacramento, as General Counsel.
In addition, her previous service to the community included terms as member and Vice President of the Solano County Library Foundation, member of the Child Haven Board of Directors, member and President of the Green Valley Landowners Association Board of Directors, and member of the board of Advocates for the Arts. She is a graduate of California State University, Fullerton and the University of the Pacific, McGeorge School of Law.
The CSAC Finance Corporation also announces the appointment of Alan Fernandes as its Executive Vice President. Currently, Fernandes is the Chief Legislative Representative for Los Angeles County and is a Senior Manager in the Chief Executive Office. Prior to joining Los Angeles County, he was an associate lawyer at a law firm in Sacramento where he focused on Public Law and Government Affairs.
Before practicing law, he was an investment accountant for a major financial investment company. In addition to his career in law, government affairs, and public service, he serves his community as a Trustee and current President of the Board of the Davis Joint Unified School District. Fernandes begins his service as Executive Vice President on November 2, 2015.
Created in 1986, the CSAC Finance Corporation has spent over 25 years helping local governments meet their financial needs by providing debt, investment and discount purchasing programs as well as financial training for county officials. Many of the ideas for new products and services have come from both public sector and business partners. The variety of products offered by the CSAC Finance Corporation has grown dramatically since the first pooled bond issue for capital construction projects in 1986, and now includes a variety of finance, purchasing, human resource, and other cost saving programs to assist California counties.
