Reentry Housing Pilot Project (RHPP)

The California Department of Housing and Community Development (HCD) and the California Department of Corrections and Rehabilitation (CDCR) have launched a new $16 million federally funded initiative to support individuals exiting incarceration. This Reentry Housing Pilot Project (RHPP) aims to reduce homelessness and recidivism by providing stable housing and comprehensive services for formerly incarcerated individuals reentering communities.

Program Goals:

This program addresses the high risk of homelessness faced by formerly incarcerated people—who are nearly 10 times more likely to experience homelessness than the general public. Through permanent supportive housing and tailored services, the RHPP seeks to improve public safety and promote successful community reintegration by increasing access to housing, employment, education, and health care services.

Funding Details:

Amount: $16 million from the U.S. Department of Housing and Urban Development (HUD) under the HOME American Rescue Plan (HOME-ARP).

Who Can Apply: Organizations with proven experience in developing and managing transitional and supportive housing for the reentry population. Projects that receive funding through this grant must be located in an Eligible State HOME-ARP jurisdiction.
