CSAC legislative assistant Glenda
Higgins plays an integral role in the function of the
organization. Glenda has an impressive skillset having
worked as a former Legislative employee for many years.
Originally from Sutter County, Glenda moved to Sacramento County
in 1972 and also lived in San Joaquin County for a year.
CSAC recently had the pleasure of learning more about
Glenda’s background, goals, and motivations. Below are her
responses.
The California State Association of Counties (CSAC) Executive
Committee met last week in Los Angeles County to discuss a gamut
of issues and policies affecting Counties across the state and
participate in a private tour of the Restorative Care Village at
Olive View UCLA Medical Center.
CSAC accountant Kat Lumabas started with the Association Sept.
2021 and plays an integral role in the function of the
organization. Kat has an impressive skillset and performs several
duties that keep CSAC moving forward.
Originally from the Bay Area, Kat worked in the psychology
industry before switching to a career in accounting. Kat’s
accounting background spans six years and ranges from hotels to
healthcare.
The California State Association of Counties (CSAC) has extended
the April 20 -21 Legislative Conference room block through April
5. CSAC has negotiated a special room rate for Conference
attendees, making it that much easier to take advantage of this
opportunity to hear from state leaders with the latest news on
policy, legislative priorities, and more!
One of CSAC’s newest team members is Administrative
Assistant Madison Burton, who started with CSAC on February
7 to support the Executive team with administrative and
meeting planning needs. Madison’s positive outlook and range of
skills are already an asset to the CSAC organization.

CSAC’s newest Legislative Representative of Administration of
Justice, Ryan Morimune, started with CSAC on November 18 and
has already made an impact on behalf of members, engaging on
legislation and budget priorities.

(D-Calif.) hosted a
press conference to announce
The Housing for All Act of 2022 (Act) legislative
proposal, at a local Project Homekey site in Sacramento. This
bill aims to invest $532 billion over 10 years into programs that
are expected to alleviate housing shortages and help reduce
homelessness. Some of those programs include investment in
Housing Choice Vouchers, Project-based Rental Assistance, and
grant programs to help jurisdictions most efficiently navigate
federal and state housing funding sources and establish a
commission on racial equity. A
