For those interested, the Advocates for Human Potential (AHP)
will host their bi-weekly Office Hours on Tuesday, March 19 via
Zoom from 12:00-1:00pm, as shared by the California Department of
State Hospitals. This meeting will discuss the IST Infrastructure
funding for residential treatment housing for individuals deemed
IST. It will be a great opportunity to get information, ask
questions, and/or offer feedback about the topics. All counties
are welcome to attend these meetings.
The U.S. Department of Justice’s Bureau of Justice Assistance
released information on two funding opportunities, both of which
are designed to support the collaboration between mental health
services and the criminal justice system.

The CSAC Administration of Justice Policy team would like to
alert counties to two upcoming meetings of interest.
Commission on Peace Officer Standards and
Training
For those interested, the Commission on Peace Officer Standards
and Training (POST) meets throughout the year to establish
standards, regulations, and to give direction to Commission
staff.
The NACo 2024 Legislative Conference took place from February
10th-13th in Washington, D.C., and the
Justice and Public Safety Policy Steering Committee met on
February 10th. Attendees received updates on several
topics, including but not limited to the DHS Center for
Prevention, Programs, and Partnerships (CP3), FEMA, the U.S.
Department of Justice Office of Justice Programs.
Late last week, the Board of State and Community Corrections
(BSCC) Board approved the release of a Request for Proposals
(RFP) for the Byrne State Crisis Intervention Program (Byrne
SCIP). Eligible applicants are California counties and cities.
According to the Board of State and Community Corrections (BSCC),
a comprehensive evaluation of their Proposition 47 grant program
suggests participants who utilized services made available by the
2014 voter-approved initiative are significantly less prone to
recidivism than those traditionally incarcerated in California.
The Board of State and Community Corrections (BSCC) Board will
host its first meeting for 2024 on Thursday, February 15,
starting at 9:45 am. The meeting attendance options are remote
via Zoom, in person at the BSCC Headquarters in Sacramento, and
in person at San Jose City Hall in San Jose.
The first agenda item will be a closed session to consult with
legal counsel regarding pending litigation. Agenda topics

The California Racial and Identity Profiling Advisory Board
(Board) has released its
2024 Annual Report. The report continues to focus on the
Board’s prior work by analyzing additional ways to enhance law
enforcement and community interactions and reduce racial and
identity profiling.
Next week, NACo will release a peer exchange opportunity for
county and court representatives to travel to an innovative site
to learn from the hosts and exchange ideas.
Applications are open for NACo’s
County Juvenile Justice Innovation Network (CJJIN).CJJIN is a
nine-month community of practice that will identify challenges,
strategies and an action plan to better support youth by
strengthening county juvenile justice systems.
David Steinhart, Commonweal Juvenile Justice Program Director,
will be joining Office of Youth and Community Restoration (OYCR)
Special Consultant LaRon Dennis to provide an update on the
legislation passed in 2023. This may include relevant foster care
and criminal justice legislation, and appellate cases that will
affect juvenile justice.
CSAC would like to share two reports that the Office of the State
Public Defender’s (OPSD) Indigent Defense Improvement Division
has created that might be helpful as you consider your public
defense systems.
CSAC would like to share that the Board of State and Community
Corrections (BSCC) announced that the 2023-24 Community
Corrections Partnership (CCP) Survey is available for completion
and submission. The 2023-24 CCP Survey is a mechanism to collect
valuable information that will aid the BSCC in the analysis of
this year’s Survey responses and assist in the development of the
Twelfth Annual Report on the Implementation of CCP Plans.
Earlier this month, the BSCC announced the release of a Request
for Proposals (RFP) for the Missing and Murdered Indigenous
People (MMIP) Grant, Cohort 2. This RFP makes $19,923,997
available competitively to federally recognized Indian tribes in
California. This grant program was developed with input from
members of California’s tribal community and supports a broad
range of activities. Tribes are encouraged to develop programs
that address their community’s needs.
In early September, the Department of State Hospitals (DSH) sent
an email to all counties that included a Departmental Letter
guiding counties on how to receive annual funds to support
coordinating and facilitating collaborative County Stakeholder
Workgroups that target strategies and seek solutions to decrease
the criminalization of persons with serious mental illnesses in
their communities and decrease the number of persons who are
deemed incompetent to stand trial (IST) on felony charges.
Domestic Violence Awareness Month is held each October as
a way to unite advocates across the nation in their
efforts to end domestic violence. Domestic violence is
prevalent in every community, and affects all people regardless
of age, socio-economic status, sexual orientation, gender, race,
religion, or nationality.
CSAC would like to share that the Department of State Hospitals
(DSH) Diversion and Community Restoration team is hosting its
Fall 2023 Quarterly Diversion All County Webinar virtually on
Thursday, November 9, 2023 from 11:00 am – 2:00
pm. This quarter’s webinar will provide information
to counties and other stakeholders regarding DSH’s permanent
Diversion and Community-Based Restoration programs. The webinar
will cover:
Last Friday, the Department of State Hospitals (DSH) held a
webinar on their growth cap and penalty program, but
unfortunately due to errors, county participants were unable to
join. As a result, DSH agreed to host another webinar this
Friday, September 15th at from 12:00 pm –
1:00 pm.
CSAC would like to share that the Department of State Hospitals
is hosting a Felony Incompetent to Stand Trial (IST) webinar on
Friday, September 8 from 11:30 am – 12:45 pm.
The webinar will focus on the recent changes made to the DSH
policy regarding implementation of the Felony Incompetent to
Stand Trial (IST) Growth Cap and Penalty program (see Department
Letter 23-003).
URGENT REQUEST TO OPPOSE AB 505 (Ting): The Office of
Youth and Community Restoration
CSAC would like to bring the recently amended version of
AB 505 (Ting) The Office of Youth and Community Restoration
to your attention. This measure seeks to make substantive changes
to several key provisions of SB 823, the 2020 legislation that
realigned full responsibility for the juvenile justice continuum
to county governments.
CSAC would like to share that the Board of State and Community
Corrections (BSCC) is launching two new grants that address
organized retail theft (ORT):
1) the ORT
Prevention Grant Program, which allocates $242 million for
California police departments, sheriff’s departments, and
probation departments to fund retail, vehicle, and cargo theft
prevention and response activities, and
CSAC staff have been working with the Legislature and
stakeholders to help shape bills that impact counties. Below is a

The National Institute of Corrections (NIC), via a webinar on
Tuesday, June 27 from 10:00 – 11:30 am, Introduction to the
National Standards for Criminal Justice Coordinating Councils and
Essential Elements of CJCCs offers two groundbreaking resources
to assist jurisdictions in shaping high-performing Criminal
Justice Coordinating Councils (CJCCs). CJCCs are bodies of
executive-level decision-makers that work collaboratively to
enhance public safety.
At its May 12 business meeting, the Judicial Council
approved new court rules and forms to implement the
Community Assistance, Recovery, and Empowerment (CARE) Act.
CSAC would like to share that the California Department of
Corrections and Rehabilitation’s (CDCR) Pine Grove Youth
Conservation Camp is an available resource for both Secured Youth
Treatment Facility (SYTF) Step Down youth and youth who have not
committed a 707a(b) offense.
In prior years, asking for a reduction in the amount of a traffic
ticket meant filing a request in person at the courthouse or even
appearing before a judge. A new online tool, MyCitations,
offered by a growing number of courts is not only saving
litigants a trip to the courthouse, but it’s also saving them
money.
The Public Policy Institute of California (PPIC) recently
released a report,
Pandemic Policymaking and Changed Outcomes in Criminal
Courts, which chronicles how the COVID-19 pandemic affected
courts in 2020, describes policy responses, and assesses the
impact of remote hearing policies on conviction and sentencing
outcomes within six months of arrest.
Recently, the California Department of Corrections and
Rehabilitation (CDCR) published two reports examining the
recidivism outcomes of formerly incarcerated individuals released
in Fiscal Years (FY) 2016-17 and 2017-18.
The first year of the biennial legislative session is underway
with the highest number of bills introduced in over a decade. Our
CSAC Administration of Justice policy team is closely monitoring
public safety related legislation and ensuring that the county
perspective is considered in the legislative process. We will
continue to provide updates with counties as bills are amended
and move through the Legislature. While there are hundreds of
bills we are tracking, here a few that CSAC has taken a
registered position:

engage, empower and
elevate our collective county voice.

– held important discussions to help steer the Association’s

The Community Oriented Policing Services (COPS) Office is pleased

The Board of State Community and Corrections (BSCC) BOARD will
meet April 13 at 9:00 am. The meeting will be held in person at:
2590 Venture Oaks Way, Sacramento, California, 95833 in the
First Floor, BSCC Board Room. The meeting will also be available
via zoom.
At its March 24 business meeting, the Judicial Council received a
report on the MyCitations program. This program, launched in 2019
as a pilot project in a few select courts, is an online tool that
allows people with infraction violations to request a reduction
in what they owe. The MyCitations tool is now in 21 superior
courts around the state. The Judicial Council anticipates adding
the remaining 37 courts and achieving statewide implementation by
June 30, 2024.
