Building on California’s Homekey Program, the California
Department of Housing and Community Development (HCD) and the
California Department of Veterans Affairs (CalVET) are working to
develop the Homekey+
Program. Homekey+ will be the permanent housing component of
the Behavioral Health Infrastructure Bond Act, part of
Proposition 1 approved by California voters earlier this year.

Medi-Cal’s Outreach and Education department, along with the Department of Health Care Services (DHCS), are offering live training webinars pertaining to program policy and coverage for the Justice-Involved (JI) 90-day pre-release services.

will convene a two-and-a-half day gathering, “Forward Together:
Shaping the Future of Disaster Human Services,” on August

An updated payment sheet of all Janssen and Distributor
Settlement payments allocated to cities and counties through
June 30th, 2024 is now live on the DHCS webpage. The updated payment sheet
organizes payments into separate tabs for FY 2022-2023 and FY
2023-2024.
The CA for ALL Ages & Abilities: 2024 Master Plan for Aging (MPA)
Day of Action will take place on Tuesday, October 8,
2024 at the SAFE Credit Union Convention Center in
Sacramento. Registration for the event, which will offer both in
person and virtual attendance options, is now open for
the day long event.
Strategies for Outreach and Engagement for County BH and
Counsel/Court – Wednesday, July 10 at 9:30 am
A training for county behavioral health and counsel/courts on
Strategies for Outreach and Engagement in CARE is scheduled for
Wednesday, July 10 at 9:30 a.m. During the
session, presenters will offer best practices and practical
strategies for effective outreach and engagement to CARE
participants. All stakeholders are welcome to attend.
This week, the Department of Health Care Services (DHCS) launched
a new web portal, PATHways
to Success, which features success stories and testimonials
from organizations, including counties, participating in
the Providing Access and Transforming Health (PATH) initiative.
The Department of Health Care Services (DHCS), in collaboration
with UCLA’s Integrated Substance Abuse Programs, has created an
updated expenditure reporting form for cities and counties to
report on the use of opioid settlement funds. The form will open
on July 1, 2024, and will close on September 30, 2024. A
link to the form will be sent to the listed contacts for each
county and city on July 1, 2024.

Counties are on the frontlines of the homelessness response
efforts and protecting Homeless Housing Assistance and Prevention
(HHAP) funding is paramount to support vital programs. Today,
CSAC Chief Executive Officer Graham Knaus joined the Senate
Budget Subcommittee No. 4 to testify on behalf of California’s 58
counties’ experience with HHAP funding.
The Federal Communications Commission (FCC) announced
a Notice of Proposed Rulemaking (NPRM) to fix how calls are
routed through the 988 Suicide and Crisis Lifeline.
Earlier this week, the Department of Health Care Services (DHCS)
and the Mental Health Services Oversight and Accountability
Commission (MHSOAC)
awarded $67 million to 99 organizations across the state to
expand early intervention programs and practices that provide
mental health and wellness services to children, youth, and young
adults.
The AT HOME (Accountability, Transparency, Housing, Outreach,
Mitigation, and Economic Opportunity) plan continues to guide
CSAC’s advocacy efforts to address California’s homelessness
crisis. Following the successful adoption of various aspects of
the Accountability pillar in last year’s homelessness budget
trailer bill, this year’s efforts focus more broadly on all
pillars of AT HOME and encompass budget advocacy, implementation
support, and bill engagement.
